NTUC Call-For-Proposal

September 2010

Background

Set up in 1961, the National Trades Union Congress (NTUC) is at the heart of the Labour Movement, providing leadership, services and support to promote inclusiveness across all collars, ages and nationalities (CAN), so that working people and their families can work, live and play together in Singapore. The Labor Movement (LM) is a network of affiliated unions, associations, social enterprises, staff, members and partners working together for the benefit of all working people and their families in Singapore.

NTUC’s family includes: NTUC Admin and Research Unit (ARU),, 60 trade unions and six associations, 12 social enterprises, they are:- NTUC Choice Homes, NTUC Club, NTUC Eldercare, NTUC Fairprice, NTUC First Campus, NTUC Foodfare, NTUC Healthcare, NTUC Income, NTUC Learning Hub, NTUC Link, NTUC Media, NTUC Thrift,  and 4 related organizations, they are:- Singapore Labour Foundation, Ong Teng Cheong Labour Leadership Institute, e2i and CASE.

There are over 550,000 NTUC members, target of one (1) million members. NTUC has a base of 150,000 young members (i.e. 35 years old and below) and an increased number of PMET. The 12 social enterprises serve more than 1.5 million customers weekly.

Call-for Proposals

NTUC will be partnering MDA/IDMPO to jointly call for proposals for innovative digital applications services/solutions on platforms that will help catalyzed further development of the interactive digital media(IDM) ecosystem.  These proposals could be aimed at developing new IDM R&D projects or for supporting commercialization efforts of IDM applications and services.

Objectives for the call for proposals are to:

¨     Innovate with industry players;

¨     Expedite the time-to-market; and

¨     Look for self sustainable business models.

Interested companies are welcome to submit proposals for:

1) NTUC Mobile Interactive/Integrated Platform & Applications

¨Capable of holistically serving NTUC’s stakeholders/ members/customers.

¨ Submissions may comprise consortium-led end-to-end solutions or innovative “plug-in” mobile applications that can integrate with a generic “middleware” mobile platform

¨Desired mobile platform should address the following requirements:

i)Interoperability with majority of phone owner’s OS, e.g. iPhone, Android, Symbian;etc.

ii)Adaptable, ease of customizing;

iii)Ability to support add-on features that integrate CRM consumer analytics, targeted personalized “push” services, 3D visualization services, augmented reality, games, identification solutions, in-app messaging/ social networking solutions, digital advertising, e-learning, M-Payment and other innovative e-Services, etc

Examples of NTUC’s mobile application needs include:

i)Easy registration for mass participation events via mobile

ii)Authenticating guardians at childcare centres

iii)Informing parents/ guardians about wellness of the children

iv)Tracking & alerting the whereabouts of elderly in day care centres

v) Location-based mobile digital advertisements for NTUC Supermarkets, Childcare, Eldercare, e-Learning centres, recreation centres etc

vi)M-Commerce, locating & accessing products & services through augmented reality services

vii)Consumer profile analytics & integrated CRM to facilitate cross-selling between NTUC business units, tailored membership product offerings, digital advertising campaigns, effective membership engagement.

viii)Communication and outreach to NTUC membership/ Union Members/ Customers, etc. For example, push notifications on membership promos/ expiring insurance policies, announcements, item availability, membership arrears, information on training schemes/ job opportunities, applications/ claims, etc.

ix)Located-based chat functions for members, instant messaging /friend finder.

x)Zap Code-Initiated Animated Brochure.

2) Child/Elderly/Caregiver Tracking, Alert and Authentication Solutions

¨ To develop innovation solutions capable of tracking, monitoring and identifying children/elderly/parents/ caregivers at NTUC Childcare/Eldercare centers.

¨ The desired solution(s) should provide an elegant “end-to-end” administrative solution to support:

i) Identification of parents/authorized caregivers handing over  and pick up of children at childcare centers.

ii)Identification of children.

iii)Record of class attendance, time of arrival and departure in database.

iv)Record of staff attendance.

v) If using camera solution, to validate child’s departure with caregiver.

vi)Tracking whereabouts of elderly, including alerts.

3) Interactive Display Solutions

¨ Out-Of-Home, Kiosks, Public Transport – To develop innovation IDM solutions to reach NTUC’s members and customers as well as the public

Examples of possible solution(s) include Interactive Displays/Signages that enable:

i)3D interactive media solutions to promote events provide information; assist navigation, directory services, games, e-learning, etc; and

ii)e-services to check membership info, update particulars, register for courses/events, apply for programmes, participate in contests, print forms, e-vouchers, sign up for membership, claims submissions, payment services, e-learning, etc.

4) Engaging & Understanding NTUC Members and Customers through IDM

¨To develop innovation IDM solutions to engage and understand NTUC’s member and customers through:

i)Social/online media

ii)Perception, sentiment, trend analysis, customer profiling through on-line, mobile, facial analytics

iii)Digital Advertising Solutions

iv) Games and virtual world

v) Digital concierge for frequently asked questions

vi)Interactive consultation on workplace issues

5) IDM Applications for Insurance

¨To speed up claims processing for Motor and Health policyholders – in terms of better connectivity and information capture and sharing amongst impacted parties.

¨ To provide better pricing options for Motor and Health policyholders through gathering and applying lifestyle related factors to the pricing

i) Motor – based on accumulated data on driving behaviour;

ii)Health – based on accumulated data health management behaviour;

iii)To provide better / potentially more user-friendly ways to manage security to accessing confidential personal information (e.g. facial recognition technology);

iv) Sales and Customer Servicing Training using  IDM; and

v)Analytics , such as mobile behaviour analytics, and the gathering of internet “sentiments” information which could provide insight on internet users’ opinion.

MDA /IDMPO’s CFP Funding Criteria

Available support for MDA:

i)JAM Microfunding (Fund startups up to $50,000).  Please see details on the application procedures: Form 1.

ii)Digital Technology Development Scheme (IDM R&D) (Co-funding up to 50% of qualifying project costs for R&D projects). Please see details on the application procedures: Form 1 and Form 2.

iii)Digital Technology Development Scheme (Commercialisation) (Repayable grant up to 30% of commercialization project costs).  Please see details on the application procedures: Form 1 and Form 2.

It should be noted that the above schemes will not support the following activities:

a) Expenditure outside of Singapore;

b) Installations, part of live performances, or exhibitions;

c) Ongoing administrative costs of organizations;

d) Establishment of infrastructure; and

e) Operating expenditure not directly related to the project.

The proposals are assessed and approved by an evaluation panel consisting of representatives from MDA and its partners. The selected projects will then be further evaluated and approved by MDA. Applicants will be assessed based on the evidence of their ability and commitment to successfully manage and deliver the project. Candidates may be required to attend an interview after the closing date.

Shortlisted applicants will be contacted within 8 weeks of  submission.

Period of Call: 22 Sep 2010 to 31 Oct 2010.

Milestones and Deliverables

The deliverable at the end of the project should be a polished IDM application, service for various digital platforms for publishing and distribution.

Development milestones and deliverables will be determined by MDA and the partner(s). Disbursement of funding will be on a reimbursement basis and administered by MDA.

Between milestone submissions, MDA and partners may organize demo/ feedback sessions where team members will be required to showcase and demonstrate work-in-progress builds for play-testing and feedback gathering.

All assets (for example, source code and technology) and copyrights to the completed projects will belong to the applicants. MDA reserve the right to use the projects including the content therein for non-commercial and publicity purposes.

The MDA and partners will require due credits in the website and all promotional & publicity programmes / materials of the completed product as acknowledgement for the support and assistance rendered by the MDA and partners under the initiative.

Applicants are expected to undertake and complete the project upon official approval from panel review.

Termination of Project

In the event that the applicant decides to terminate the project, the applicant would have to compensate MDA/IDMPO or its partners by refunding the entire sum of funds which has been disbursed to applicants at the time of termination.
